Originally, in continental Europe, a county (contea or contado, comté, comtat, condado, Grafschaft) was the land under the jurisdiction of a count (conte, comte, conde, Graf). Counties are called earldoms in post-Celtic Britain, Ireland and France—the term is from Old Norse jarl and was introduced by the Vikings—but there is no correlation between counties and earldoms. Rather, county, from French comté, was simply used by the Normans after 1066 to replace the native English term scir ([ʃir])—Modern English shire. In the United Kingdom, many county names derive from the name of the county town with the word "shire" added on: for example, Gloucester, in Gloucestershire; Worcester, in Worcestershire; etc. From Wikipedia under the

You can generally attend, it just costs more for out-of-area students; it depends on the college, though. I would suggest searching for the college's website (I don't know which one you may mean, so not so easy to look it up, where you likely already know the college's name so can search for it easily). Or, calling them and asking their admissions folks. If you're just looking to pay the in-area tuition, you will be asked to prove you live in the area -- for example, your driver's license with that address. If you can't officially prove you actually live there, you'll have to pay out-of-area tuition.
